SURVEY OF PROHIBITION ENFORCEMENT IN NEW YORK

STATEMENT

It is intended to produce by this report a comprehensive and complete survey of statutory, judicial, and personnel law-enforcement machinery-Federal, State, county, and municipal with other data, facts, and statistics bearing directly and indirectly upon prohibition and its enforcement in the State of New York. In some minds part of the statistics given may have no direct application to the prohibition problem, but the range of thought and opinion covering the subject and its related factors is so varied and flexible that such figures are included and treated herein. The figures given are for the last year for which a complete compilation is available.

The survey covers the laws that exist in said State subject to utilization in the enforcement of prohibition and the law-enforcing machinery available representing the Federal Government, the State, counties, and municipalities. Also to what extent cooperative activity is given to the Federal Government by the other governmental divisions. Also expressions of opinion from officials of such political divisions in relation to what is required to provide better and more effective local enforcement in local cases. While a partial analysis of the factors responsible for variation of enforcement in various sections of the State is made, it is not intended to give the individual opinion and conclusions of the person making the same.

The survey involved obtaining data and facts and, in some cases, prohibition-enforcement suggestions from the United States attorneys and other Federal officials within the State, the superintendent of the State troopers and other State officials, the district attorneys and the sheriffs of the 62 counties, the chiefs of police of the 60
