The area of Kansas is 82,158 square miles, or considerably greater than the areas of Ohio and Indiana combined. Kansas is mainly rural, and agriculture one of its chief industries. The population of Kansas in 1920 was 1,769,257, or much less than the combined populations of Ohio and Indiana (8,689,784) for the same year. The population of the four larger cities of Kansas in 1925 was as follows: Kansas City, 116,053; Wichita, 88,367; Topeka, 55,411; Hutchinson, 25,970.

COMMENTS AND SUGGESTIONS

Chief Justice W. A. Johnson, of the Supreme Court of Kansas, on February 18, 1930, at the statehouse, was questioned by the writer as follows:

Q. What is your observation with respect to general law-enforcement conditions in Kansas?-A. My opinion is that there has been practically little difference in the number of crimes committed in Kansas now as compared with the number of those 10 years ago. It is true that there are more of some crimes such as banditry, manufacturing liquor, and of the misdemeanor type. On the whole, I do not regard it as having been an increase of crimes within the State. Q. What is your opinion with respect to giving United States commissioners power to try first offenders in liquor cases?-A. I know of no objection to having commissioners of the right type (emphasized) to try liquor cases where the conditions warrant it.

NOTE. The chief justice is 84 years of age.

Al Williams, of Topeka, former United States attorney and prominent attorney in Kansas, states as follows:

To make law enforcement in this country a reality it must become popular. The newspaper of to-day can make law observance popular if it wishes. Just as soon as ways and means are found to make it the popular thing to live temperately and stop drinking the problem will be solved.
