SIR, I have the honour to submit herewith the report of the Board of Public School Trustees of Nanaimo City School District for the year ending 30th June, 1899.

"As anticipated in the report of last year, owing to the increase in the attendance at the Central and North and South Ward Schools, it was found necessary to re-open two rooms. This was done in the month of November last, two additional teachers being appointed. Since the winter holidays the attendance has steadily increased from month to month until there is every prospect that in the course of a few months the Trustees will be compelled to provide additional accommodation.

"Early in the present school-year seven lots adjoining the Central School grounds (which had been leased for about three years) were purchased; ample accommodation for the recreation of the scholars is now provided, and when the work now under contract is completed, these grounds will be all that can be desired.

"The general business of the schools has been attended to by the Trustees at their regular monthly meetings, and by a systematic course of visiting they have been kept fully aware of the needs of the various departments.

"The death of the late William McGregor in November, 1898, who, at the time of his decease, was Chairman of the Board, was very much regretted by his associates. For over four years he had taken an active interest in all school matters and proved himself a true friend of our schools.

"Enclosed is a statement of the expenditures for the year ending 30th June, 1899, as well as a memorandum of the value of the several school properties.

"SIR, I have the honour to submit herewith the report of the Board of School Trustees of New Westminster for the year ending June 30th, 1899.

"The attendance in the schools has been steadily increasing during the year. In the month of May the Board found the pressure upon the lower divisions of Westside and Central so great that it was necessary to create two new divisions to accommodate the pupils. At Westside the Board erected a one-roomed addition to the school building, and placed the new division therein under the charge of Miss Ila Marshall. At Central, the music room was utilized for the new division there, and Miss Edith Lewis placed in charge. The latter room is a mixed one, constituted by drafting the younger boys from the 6th division of the boys' school and the younger girls from the 7th division of the girls' school. The room is known as the 7th division of the boys' school.

"The Board still continues the teaching of vocal music under Mr. Rushton. The hours for music are so arranged that they do not interfere with the use of the room for the 7th division of the boys' school during school hours.

"At present there is not an available room in any of our schools, and as the attendance is still on the increase the Board are even now considering the necessity of building an addition to the Central. This matter has been delayed for some time, but the erection of a new school must be undertaken in the near future.

"The relations between the Board and the City Council have been very friendly during the past year, and all have worked together for the good of the schools.

"The meetings of the Board have been held regularly every month, and special meetings have also been held as occasion required.

"The members of the Board have regularly visited the schools, and have kept closely in touch with their working. No effort has been spared to make the rooms comfortable for the pupils. The school grounds have also had the careful attention of the Board. I enclose you herewith a statement of expenditures for the year ending 30th June, 1899, as well as a memorandum of the value of the various school properties. The former statement is approximate, as the account book containing the details of expenditure from June 30th, 1898, to September, 1898, was destroyed in the fire of September 10th, 1898.

"Throughout the year there has been a steady increase in the number of pupils. In 1896-7 the total number attending the different schools was 2,644; in 1897-8 this number had increased to 2,983, while at the time of writing we have 3,166 enrolled.

"The educational needs of these children are ministered to by a staff of 66 teachers, most of whom are doing satisfactory work. During the year five additional teachers have been added to the staff.

"In April the services of Mr. Robinson, for several years Principal of the High School, were, in one sense of the word, lost to the city through his appointment to the position of
