N.B. The case of Baptism by a Church Layman, or a Dissenting Preacher, is provided for by the final Rubric.

Case 1.

Certification by the Parish Priest, that he used (1) Right Matter and Words, (2) at a specified Time and Place, (3) in the presence of specified Witnesses.

Case 2.

(a) Four Inquiries by the Parish Priest. (1) Priest of what parish; (2) Witnesses to attest No. 1; (3) Matter; (4) Words.

(b) These questions are to be asked only when a "Lawful Minister" officiated.

(c) When the "Lawfulness" of the Minister has been satisfactorily settled by the attestation of persons who were present ;" then, but not till then, "further inquiry" is to be made as to whether either of the other two "Essentials" might not possibly have been omitted by the other I awful Minister," in the nervous hurry of the moment, and confusing unpreparedness of the house.

(d) If the answers shew that the "other Lawful Minister" omitted neither the right Matter nor the right Words, then the "Priest of the same Parish" certifies accordingly (L. Notes. "Is Dissenters' Baptism Valid?")

SERVICE OF PUBLIC RECOGNITION.

Much the same as in Public Baptism.

Ten Details.

(1) Certificate, (2) Lection, (3) Commentary, (4) Paternoster, (5) Prayer for Perseverance, (6) Three

Questions, (7) Reception, (8) Call to Prayer, (9) Thanksgiving, (10) Sponsorial Addresses.

1. The Certificate.

(a) "Well done and in due order," i.e., that the Three Essentials of " Minister, Matter, and Words," were lawful and right.

(b) "Born in original sin," and therefore under God's displeasure. (Hab. i. 13.)

(c) Laver of Regeneration." The true translation of S. Paul's λovrрov. (Tit. iii. 5; Exod. xxx. 18; L. Notes on Anabaptism.) (d) "Baptism," distinctly stated to be the "means" or medium of " grace and mercy" flowing from Christ to His little ones at the outset, whatever may happen to them afterwards.

2. Lection. (Unaltered.)

3. Commentary. Do. except "hath received," &c. for "will, &c."

4. Paternoster.

(a) "Which the Lord Himself taught us." (b) Placed here instead of after "Reception," because the child, being already baptized, may say "Our Father" at once.

5. Prayer, for Perseverance.

(a) Same as after Commentary in Public Baptism, except "being born . may continue," for

"may be born again."

(b) "Being born again," i.e., having been Regenerated in Private Baptism.

(c) "May continue;" a plain recognition of the fact that "Regeneration" is only a Start in life; and that though God has certainly done His part in giving that Start, man may possibly fail in doing his during the actual race.

(d) Hence the need of Prayer, that God the Father will send His Holy Spirit to give the "Grace of Perseverance" to the child, that it may benefit fully by the Start, and continue running to the end. (Phil. iii. 14.)

6. The Three Questions. (Unaltered.) (a) No. 3 of course omitted.

(b) The Christian Name” is not given now, but formally "pronounced" as it was "given" at the Private Baptism.

"The effect of children's Baptism depends neither upon their own present actual faith and repentance, nor upon the faith and repentance of their natural parents or pro-parents, or of their Godfathers and Godmothers; but upon the ordinance and institution of Christ. But it is requisite that when they come to age. they should perform these conditions of faith and repentance, for which also their Godparents charitably undertook on their behalf. And what they do for the infant in this case, the infant himself is truly said to do; as in the courts of this kingdom daily the infaut does answer by his guardian; and it is usual for to do homage by proxy, and for princes even to marry by proxy." (Cardwell's Conf., p. 357.)

7. Reception and Cross Signature.

Same as in Private Baptism.

8. Call to Prayer.

(a) Baptismal Regeneration, an accomplished fact.

(c) “ May lead . . . . this beginning." If this beginning were not a certainly good one, the Prayer would be worse than mockery. (Christmas Collect.)

10. Address to Sponsors; on Education. (Unaltered.)

11. Address on Confirmation.

"Ye are to take care that this Child be brought to the Bishop to be Confirmed by him, so soon as he can say the Creed, the Lord's Prayer, and the Ten Commandments, in the vulgar tongue, and be further instructed in the Church Catechism set forth for that purpose.

CONDITIONAL OR HYPOTHETICAL BAPTISM.

When it is uncertain whether "the other lawful Minister" used the "lawful" Matter and Words, which are (not, "The Essentials," but) "essential parts of Baptism," just as much as the Minister is ;— then, "The Priest, at the dipping of the child in the font," shall use this form of words, "If thou art not already Baptized," &c. And the same Form will serve when there is a doubt about the "lawfulness" of the Minister.

Office of Adult Baptism.

Drawn up by a Committee of Convocation, among whom Dr. Griffith, Bp. of Asaph, took a leading part (A.D. 1662), when the Dissenting Rebellion, and Eviction of 7000 Clergy, had caused a multitude of people to grow up unbaptized. Also for use in the "6 Plantations or Colonies, Heathen Missions, &c. (Prayer Book Preface.)

THREE PRELIMINARY RUBRICS.

1. Riper Years. Notice to Bishop.

(a)" Persons," &c. Plural, because Adults were not likely to come singly, but in groups.

(b) Persons not necessarily grown up, but "able to answer for themselves," and therefore not needing Godparents as Sponsors.

(c) "Timely notice to the Bishop "; because the Dissenting Intruder who occupied the Parsonage in 1662, would rarely have the knowledge or the will to give proper instruction. (d) The Parish Priest is really the "Bishop's Deputy" everywhere throughout the Diocese. In 1662, of course it meant his Chaplain, &c., who could be trusted, when the Parish Priest a mere Nonconforming Conformistcould not.

(e) Notice to be given, not by the Parish Priest to the Bishop, but by some persons of 66 discreet " age and "discerning" mind. (f) For due care as to Religious Instruction and preparation by Prayer and Fasting. (Heb. xi. 1, 2; Dan. ix. 3; S. Matt. xvii. 21; Acts xiii. 3; xiv. 23.)

(g) Instruction, as to (1) the Church into which; (2) the Sacramental Agency by which; (3) the Life-giving purpose for which; and (4) the Consequences resulting from which; &c., &c.

(h) From this Instruction being given orally, by Sound (echo) in Question and Answer, the persons receiving it were called "Catechumens." (S. Luke i. 4; Gal. vi. 6.) (i) If Fasting be a proper preparation for one of the "Holy Sacraments of Life," it cannot be anything but highly proper for the other. (L. Notes, "Evening Communions.")

2. (a) Godparents; not as Sponsors or Sureties, but merely Witnesses.
