1. The price of the Varnish must not exceed that of 16 kilos. I Russian pood weight of raw oil, by more than One Shilling.

2. The Varnish must be clear and transparent after setting.

3. The setting of the Varnish in a warm place must not take more than five days.

4. The drying of the Varnish on a smooth glass surface must not take longer than four to five hours.

5. The varnished surface must be smooth, lasting, and difficult to scrape off.
